Descriptions
This service allows the investor to obtain all the necessary licenses to start engaging in economic business in one transaction.
The required procedures and approvals are automatically determined according to the components of the entity to be established, such as legal structure, activity, capital and location.
The following transactions can be completed through this service:

Eligibility
- The applicant shall have a registered account in the National Authentication System “Tawtheeq” with a valid Qatari ID.
- There shall be no ban on any of the partners or the owner imposed by the official authorities in the country.
Conditions
Trade Name
- It shall be compliant with trade name regulations. (Check these terms and regulations in the Knowledge Base.)
- It shall not be similar to that of another company. (Use the Trade Name Search Tool and verify that there is no similar tradename already registered.)
Business Activities

The activities to be practiced shall be compliant with the nationality of capital, according to the laws, and you may use the Business Activities Search Tool to find out the terms that apply to the activity you wish to practice.
- Most activities are permitted to foreign investors (i.e. Non-Qatari ownership more than 49% and up to 100% is permitted).
- In addition to the above, there are excluded activities to the investors who are citizens of the Gulf Cooperation Council (GCC) countries (i.e. An ownership percentage more than 49% and up to 100% is permitted to GCC citizens).
- Other than the two categories of activities above, the percentage of Qatari capital ownership shall not be less than 51%.
- Except for few activities, the percentage of Qatari capital ownership shall not be less than 100%.
Capital
The capital, according to the legal structure, shall not be less than a defined value as follows:
- Holding Company and Public Joint Stock Company: Not less than QAR10 million.
- Private Joint Stock Company: Not less than QAR5 million.
- Other types of companies: Not less than QAR1,000.
- Individual Establishment, Professional Office, Home License, Branches of Foreign Companies, Representative Offices: No capital.
Owner / Partners / Managers

For individuals, either a valid Qatari ID or a valid passport shall be available.
- For minors, at least one legal representative shall be appointed.
- For legal entities, a valid commercial register shall be available, and for government entities, a valid establishment ID shall be available, with at least one legal representative appointed for the legal partner.
- The manager shall have a valid Qatari ID.
- Only Qataris and Gulf nationals who are at least 18 years old are allowed to register an individual establishment, and it is not permitted to establish more than one per person.
- The approval of the authorized signatory shall be obtained if s/he is not the owner of the organization.
- The beneficial owner shall be declared to complete the company establishment procedures.
- In Joint Liability and Limited Partnership Companies:
- Joint Partners: They are the ones running the company and are jointly responsible for all its obligations with their own funds. All joint partners shall be natural persons.
- Limited Partners: They are the ones who contribute to the company's capital, without being responsible for the company's obligations except to the extent of the money they provide or the amount they commit to paying to the company. The limited partner may not interfere in the management of the company, even by virtue of a power of attorney, or, otherwise, s/he becomes responsible for his/her decisions.
Location Readiness

There shall be valid title deed or lease contract available.
- The site’s equipment and space shall be compliant with the requirements of the relevant licenses from the authorities regulating the activity to be licensed, and the site shall have been issued a building completion certificate and civil defense licenses.
- If the company's location is not ready, only the commercial registration (CR) will be issued (without the commercial permit (CP)), and, in this case, the activity is not permitted until after the commercial license is issued.

Process
- Fill out the application, including data and attachments.
- Receive the application and verify it automatically through the Single Window systems and service providers.
- Review the application and decide on it through the government entities providing the service.
- Sign MoA document digitally on the Single Window portal or by booking an appointment.
- Pay fees electronically on the Single Window portal.
- Receive the certificates and original copies electronically through the Single Window.

Any formal document that is issued outside Qatar must be attested by the Ministry of Foreign affairs and the Embassy of Qatar at the issuing country.
