The State of Qatar wholly supports local companies and products in tendering processes through the National Product Preference Law
The Qatari government supports local companies and national products in tenders and bids through the National Product Preference Law No. 6 of 1987 as follows:
• Offering 10% price preference for local products over foreign materials and products
• The State’s contracts with foreign companies must include an article that obliges these companies to prioritize procuring raw materials and services locally by at least 30% of the contract value
• The law does not compel the winning bidding companies to transact with local companies and products but offer the local market a trading opportunity
• Provides support for local companies and products through preferential prices over their foreign counterparts by 10% and over the products of Gulf origin by 5%
• The possibility of exempting small and medium-sized enterprises from temporary and permanent insurance and advance payment guarantee based on a decision by the relevant Minister, and depending on a commitment by Qatar Development Bank
• Advance payments made to the contractor for an amount of up to 20% of the value of the contract. That percentage may be increased based on the procedures provided by the law and its executive regulations
